This paper looks at how a group of small, incumbent private telephone companies complied with the international convergence of market structures. The existing research has mainly focused on large national incumbents, assuming a transition to multinational enterprise. This development process is often associated with privatisation policies and various institutional factors. Taustalla vaikuttavat työmarkkinoiden palveluvaltaisuus ja korkea työvoiman osaamistaso, mutta myös erilaiset institutionaaliset tekijät, kuten työmarkkinoiden sääntely, ammattiyhdistysliikkeen asema ja sosiaalipoliittiset ratkaisut. The effective implementation of positive behaviour intervention and support (PBIS) requires both organisational and professional change. This means that the whole community including all educators and children commit to shared principles, practices, and structures to create a safe and supportive social climate. In this article, we investigate the initial implementation of the Finnish PBIS ProVaka in eighteen early childhood education and care (ECEC) centres. This paper examines the challenges of enterprise architecture (EA) adoption in public sector organisations. So far, demonstrating the benefits of EA has appeared difficult in this context, and the results in transforming public sector remain modest: Both the penetration and the maturity of EA appear rather low.
